Two men are missing and more torrential rain has fallen on flood-stricken Townsville in north Queensland, sparking fresh emergency alerts in four communities.

Gwen Cooms called her local police officer when she woke to water swirling at her front door in the middle of the night.

Officials earlier warned that up to 20,000 homes could be flooded.

Authorities have faced some criticism for deciding not to impose a forced evacuation on the Townsville area after more than 1,000 calls for help were received.

The Australian government is warning citizens to be on the look out for crocodiles and snakes in the streets amid severe rainfall and flooding in north Queensland over the past few days.

Authorities are begging locals to listen to emergency services as they're faced with at least another 24 hours of heavy rain and potential for flash flooding. "In Queensland, of course, we're used to seeing natural disasters, but Townsville has never seen the likes of this".

Premier Annastacia Palaszczuk has gone to the disaster zone and is expected to provide an update from Townsville at about 6.30am.

Overnight, emergency crews ferried dozens of people to higher ground and saved a man stranded on the roof of a auto in suburbs north of Townsville as floodwaters rose again.

"If the thought of coming face to face with a crocodile isn't deterrent enough, before you start playing in flood waters you should always remember the distinct possibility you could be wading in your neighbor's feces. Yes.

You know that's not exactly what we've planned for and it really is new parameters we're moving into".

9 News reported that entire suburbs of Townsville were completely submerged.

"Last night it was insane", he said.

"We've got limited resources, we've got to work with the community, " Police Assistant Commissioner Gee said.

"If I was to say several hundred I could get that wrong, it might be thousands", she said.

More severe weather could whip up tornadoes and destructive winds in the days ahead, Bureau of Meteorology state manager Bruce Gunn told reporters yesterday. With some trepidation going back into their homes and finding what they're going to find.

The Townsville City Council estimates up to 2000 properties may have been affected by floodwaters, but there's no way to be sure just yet.

More than a metre of rain fell in one week, beating previous records, and prompting authorities to open the gates of the Ross River dam to reduce swollen water levels.

Bureau of Meteorology senior forecaster Gabriel Branescu said today's rainfall would be similar to Sunday, which included widespread falls of more than 100mm with isolated areas up to 340mm.
