Trump to Declare National Emergency

President Donald Trump will declare a national emergency to get more funding to build his border wall with Mexico and sign spending legislation to prevent another government shutdown, the White House said on Thursday. "So, for all of my colleagues, the president will sign the bill".

President Trump must sign the measure by midnight Friday to keep the government open.

The Senate approved the border security funding bill late on Thursday.

The measure includes only $1.375 billion for border barriers or fencing, far from the $5.7 billion that Trump has demanded for his long-sought border wall.

Speaking on the Senate floor on Thursday, however, Republican Majority Leader Mitch McConnell indicated his support for the move, saying the president was taking action with "whatever tools he can legally use to enhance his efforts to secure the border".

Pelosi stressed Thursday that the United States lawmakers would be prepared to respond appropriately to Trump's declaration of a national emergency, adding that they could file a legal challenge on the matter.

Democrat Senate Minority Leader Chuck Schumer also chipped in: "Declaring a national emergency would be a lawless act, a gross abuse of the power of the presidency".

But the top Democrat in Congress immediately denounced the president's move.

Look, our system of government was built on the president, if he wants appropriated funds, you go to the Congress, and you ask for those appropriated funds.

President Trump is poised to declare a national emergency on the USA border with Mexico, allowing him to seize billions of dollars for a wall even as he signs a compromise deal providing limited cash for his signature project.

Velázquez said the timing of the vote had not yet been settled on but added that the disapproval resolution sponsored by Texas Democrat Joaquin Castro would be the first vote taken.

As he considered whether to sign the bill, Trump said, "As we review the new proposal from Congress, I can promise you this, I will never waver from my sacred duty to defend this nation and its people". That does not mean Trump is happy with the deal, which provides him with even less border funding than was offered in December.

Rep. Tulsi Gabbard (D-HI) said Trump's declaration would set a "very unsafe precedent" that would bring the country closer to "a dictatorship". She also said that Republicans would regret the president's action, as it would set a precedent for future occupants of the Oval Office. There are technical requirements that must be met in order for the military to put aside other construction duties to build a wall.

The legislation would also fund the Justice Department, Commerce Department, State Department, Department of Agriculture, Internal Revenue Service and others, covering roughly 800,000 federal workers.
