In a White House statement, he said he "is holding the Iranian regime accountable by targeting the primary entity that carries out its global campaign of terror".

The department now designates 60 groups, such as al-Qaida and the Islamic State and their various affiliates, Hezbollah and numerous militant Palestinian factions, as 'foreign terrorist organizations.' But none of them is a state-run military. He quickly forged an alliance with President Trump that has already proved to be of great benefit to Israel.

"All legal and real persons and troops of the United States and its allies operating in the West Asian region are recognized as terrorist by Iran, as well as any financial, technical and other aid extended to them is regarded a terrorist act", maintained the motion.

Tehran retaliated by naming the United States Central Command (CENTCOM) as a terrorist organisation and the U.S. government as a sponsor of terror.

"Who are you to label revolutionary institutions as terrorists?" he asked.

China urged countries outside of the Mideast to "promote peace and stability. and avoid actions that may lead to further escalation of the situation".

The Iranian Armed Forces' general staff, Iran's most senior military body which also oversees the IRGC, said it would "use all its means to fight" against CENTCOM, and a Guards commander on Tuesday warned the US Navy to keep its distance.

Facing off across the Gulf, the two major oil producers have taken opposing sides for decades in conflicts across the Middle East.

Ultimately, it appears that beyond potential (American and Israeli) domestic political factors in play, the Trump administration's gains from this designation will mainly be symbolic, with no tangible benefits to gain in terms of moderating Iran's most malign conduct.

And in Lebanon, where the Guard has close ties to Hezbollah, which is part of the Lebanese government.
