While acknowledging he was not a "fact witness" on the Mueller report, Dean highlighted similarities he saw between the two presidents, particularly on the matter of pardons and whether they were used to obstruct justice.

"An obstruction of justice requires the obstruction of the investigation of some criminal activity, an underlying crime".

Tuesday's resolution will be voted on by House leaders, not the full House.

If Cummings moved forward with his plans to hold a committee contempt vote Wednesday, Barr would recommend that Trump invoke privilege for the documents, which were subpoenaed by the committee in April.

John Malcolm, a senior legal fellow at the Heritage Foundation, told the committee that the president provided more than 1 million pages of documents, allowed key members of his staff to be interviewed, and submitted written answers to questions.

During an unusual public appearance last month, Mueller upped the ante as he said he never indicted Trump because it wasn't an option under longstanding Justice Department policy. House Speaker Nancy Pelosi (D-Calif.), who wields the power to initiate the proceedings, is against impeachment.

Pelosi repeated her previously expressed view that impeachment of Trump is "not off the table", but stopped short of saying whether she has an obligation to mount an impeachment inquiry.

"In many ways, the Mueller report is to President Trump what the so-called Watergate road map ... was to President Richard Nixon", Dean said in testimony submitted to the committee.

The House Oversight and Reform Committee could be the first test of that.

Justice Department officials are pushing back on the suggestion that a recently struck deal with House Judiciary Committee Chairman Jerrold Nadler will give Democrats unfettered access to documents pertaining to former Special Counsel Robert Mueller's Russian Federation probe.

The House Judiciary Committee has also issued subpoenas to Hope Hicks, Trump's former White House director of communications and to Annie Donaldson, who was McGahn's secretary and who provided extensive testimony to Mueller.

Nadler's Republican colleagues nicknamed it the "Presidential Harassment Resolution".
